Hm, I changed the board time zone and it didn't change anything.

It even says at the bottom right corner "All times are GMT -5"
Which is where I am.

I think GMT-5 is your setting, the board setting is the offset to where the server lives, which is California.
It's not all that important, but I'll see if I can find anything out to fix it. Some day.
