My first thought with a more-distant and low-res pic of a 67 was dealer installed A/C.

I haven’t been able to find any other info and I’m stumped.

Any ideas?
 
I've seen a few "factory" (factory accessory, either dealer-installed or sold at the parts counter--never an assembly-line part) tissue boxes over the years at shows, swap meets, and junkyards. They most-often seem to be the exact same chrome unit with whichever carmaker's logo in the round indentation where the one you posted has the American Motors "AM" badge.

I imagine the main buyers were women, probably those with children. Let's face it: Women are much better about mucus management.
